Storm Water Management Plans - work in progress

The LVPC, on behalf of Lehigh and Northampton counties, has secured a five-year contract with the Pennsylvania Department of Environmental Protection (DEP) to update the Act 167 Storm Water Management Plans within the two counties. Act 167 Plans have been prepared by the LVPC for 12 watersheds in the two counties beginning back in 1988 with the original Little Lehigh Creek plan. Plans for the eleven other watersheds were created over the period of 1989 to 1999. The Act 167 process requires periodic updates of plans. All of the watershed plans or plan updates created under the contract will require input by the involved municipalities. Watershed Plan Advisory Committees will be created by the LVPC and counties to assist in preparing the plans. Each new plan or plan update will also require adoption by the appropriate county(ies) and Approval by DEP. Municipalities in the two counties will ultimately be required to adopt ordinances to implement the adopted and approved Act 167 plans or plan updates.

Perkiomen Creek Headwaters — Act 167 — Stormwater Management Plan draft

The Perkiomen Creek Headwaters — Act 167 — Stormwater Management Plan has been prepared for Lehigh County by the Lehigh Valley Planning Commission (LVPC). The County has designated the LVPC to prepare the watershed plans for all watersheds on its behalf to meet the requirements of the Pennsylvania Stormwater Management Act — Act 167 of 1978. To ensure the involvement of the municipalities and agencies which will be impacted by the Stormwater Management Plan, Act 167 requires that a Watershed Plan Advisory Committee (WPAC) be formed to assist in the development of the Plan, and to familiarize the municipalities involved with the stormwater management concepts evolving from the plan process. Each municipality in the watershed, plus the County Conservation District, is required to be represented on the Committee. The June 2009 draft Perkiomen Creek Headwaters Plan contains revisions, as necessary, based on comments received from the Perkiomen Creek Headwaters WPAC. The draft plan was also reviewed by the municipalities in the watershed. Revisions to the draft plan were made as appropriate based on the municipal comments.  Lehigh County reviewed and adopted the draft Plan in January 2010.  The draft Plan is currently awaiting final approval by the Department of Environmental Protection (DEP).
